Epstein, Ehud Barak and the Security-Technology Network

The financial records identify a real investment through Southern Trust and SUM. The question of who ultimately received the economic proceeds remains unresolved, even as public-sector procurement documents establish how Carbyne technology reached identifiable U.S. emergency dispatch agencies.

Start with the financial distinction

The June 2016 SUM agreement assigns ordinary management to Ergo as general partner. Southern Trust and Montilla held limited-partnership interests and separately defined preferred economic rights. The later 2019 warrant correspondence describes a major financing decision, but an issuer-side share register and the subsequent estate disposition have not been obtained. A corporate announcement in April 2020 said SUM shares were being moved to IBI for a planned sale. It supplies no completed sale settlement or recipient distribution.

Government purchasing records now identify the counterparties for selected deployments and distinguish full system contracts from amounts attributable to Carbyne products. None of the material in this Atlas currently documents Carbyne participation in military operations in Gaza or establishes that a particular corporate relationship influenced decisions affecting Palestinians.

The investment, the rights and the unverified exit

The surviving record begins with a private financing arrangement. A March 2015 Southern Trust instruction names a $1 million transfer to Ergo with Reporty identified as the investment purpose. Correspondence from the next day shows that the parties were still negotiating how the advance would be documented and transferred into a partnership. The memorandum and subsequent partnership recognition must not be counted as two independent payments. March 2015 instruction, EFTA01404004.

The June 30, 2016 amended SUM limited-partnership agreement establishes who held the rights. Ergo had a 0.01% partnership interest and the general-partner mandate. Cogito held 49.99%. Southern Trust held 33.33% and Montilla 16.67% of the partnership interests. The separate preferred-rights class gave Southern Trust 66.67% and Montilla 33.33%. Neither preferred percentage represents direct ownership of Carbyne issued shares. The agreement also provided a conditional contribution-recovery and distribution sequence, which does not establish that the partnership ever made a particular distribution. Amended SUM agreement, EFTA00810711.

The correspondence raises a narrower question about disclosure to company leadership. In February 2016, Ehud Barak described Reporty executives as not fully aware of his partnership with the other investors. He also described contacts with emergency-service officials. Those are evidence of his communications at the time; they do not establish a failure to comply with a particular law or a purchase by those agencies. The distinction is relevant because later company and government records document real 911 technology deployments in different jurisdictions, including the June 2022 Orleans Parish cutover confirmed by a federal public-safety authority. Federal FirstNet account.

The 2019 financing documents describe a warrant-related contribution by Southern Trust and Montilla. An archived bank-statement extract identifies a $2.4 million outgoing transfer for the Southern Trust leg, but the scanned original was not independently inspected for this edition. More importantly, the resulting issuer-side stock allotment and capitalization table have not been obtained. The April 2020 company announcement described a prospective IBI sale route, while later Israeli business reporting described Barak's interest as sold. The signed sale settlement and SUM partner-level distributions remain missing.

The later public-procurement trail should not be retroactively assigned to those earlier investors. The records distinguish a county budget ceiling from an actual check schedule, a reseller's full system award from a Carbyne subscription line, and operational commissioning from sales claims. They also identify California's 2025 service-performance notice involving AT&T and Carbyne. The agency's public index does not publish its final remedial acceptance and should not be read as proof that a penalty was collected. These distinctions determine what can responsibly be said about public money and private benefit.

Axon completed its acquisition of the remaining 89.3% of Carbyne in February 2026. The June 2026 SEC report records approximately $551.7 million of net cash paid and distinguishes that sum from other acquisition-accounting categories. It does not name Southern Trust, SUM or the Epstein estate as recipients. Separately, the Israeli Intercap shareholder dispute raises contested claims about consideration to corporate executives. Neither the existence of that action nor the contested sums resolve what became of the historical SUM holdings. Axon Form 10-Q.

This Atlas is part of the Gaza Accountability Series because the financial and institutional relationships behind security technology warrant careful documentary scrutiny. The reviewed evidence does not establish a Carbyne deployment targeting Palestinians in Gaza, participation in a military operation there, or an Epstein-estate payout from the Axon acquisition. Those claims would require different, authenticated records. The documentary record supports an investigation of the identifiable financing, the contractual distribution rights and the later public-sector operations without presenting association as proof of misconduct.

What remains open

A signed 2020 share sale, buyer or brokerage statement, SUM distribution ledger and the Axon closing seller schedule are necessary to identify ultimate recipients. The 2026 acquisition price is not a proxy for Epstein-estate proceeds.
